Inspection Conditions for Foreclosed, Bank Owned, Short Sale or Vacant Properties

These properties can be a real bargain but it is still important for our clients to have a complete picture of what they are buying.

In order for a meaningful inspection to occur, the property must have all the utilities turned on, all mechanical systems in use and access provided to all areas. Conditions that don’t meet these simple criteria are not only unacceptable but are likely to result in an incomplete or postponed inspection. Both scenarios may involve additional inspection fees and/or delays.

It is important that your real estate agent, the “listing” real estate agent and the seller are all aware that you expect that all the utilities are turned on, all mechanical systems are in use and access provided to all areas before the inspection is scheduled. Getting the water, gas and electricity reestablished after the accounts have been closed can take several days or even weeks so doing this prior to scheduling is a must. Obtaining keys to garages, crawl spaces or locked storage areas can also delay the process.

There are several important reasons why having the utilities “on” and access provided to all areas is so critical.

  • The evaluation of the gas, water and waste water piping is not possible.
  • The evaluation of electrical distribution is not possible.
  • The evaluation of plumbing fixtures is not possible.
  • The evaluation of the heating, air conditioning and water heating is not possible.
  • The evaluation of kitchen and laundry appliances is not possible
  • There may be issues of non-payment with the utility accounts that must be resolved.
  • Locked garage or storage room doors or crawl space hatches will limit the information your inspector can provide about the property.
